Union Minister for Minority Affairs Mukhtar Abbas Naqvi launches National Scholarship Portal Mobile App

Union Minister for Minority Affairs Shri Mukhtar Abbas Naqvi launched the country's first "National Scholarship Portal Mobile App" (NSP Mobile App) here today.

Speaking on the occasion, Shri Naqvi said that this "National Scholarship Portal Mobile App" will ensure a smooth, accessible and hassle-free scholarship system for students from poor and weaker sections. He said that all the scholarships are being given directly into bank accounts of the needy students under Direct Benefit Transfer (DBT) mode through the National Scholarship Portal which has ensured that there is no scope for duplication and leakage.

Shri Naqvi said that the "National Scholarship Portal Mobile App" will prove beneficial for students, and will help in strengthening a transparent mechanism for the scholarships. The mobile app will be beneficial for the students in many ways: students will get all the information regarding various scholarships on this mobile app; they will be able to apply for scholarships sitting in their home; students can upload necessary documents on this mobile app; students can check the status of their application, scholarship disbursement etc. Students from far-flung/hilly areas/North East will be the most benefited.

Shri Naqvi said that the Ministry of Minority Affairs has completely gone online, which has eliminated middlemen and benefits of every scheme are reaching directly to the needy without any obstacle. The Minister said that during the last about 4 years, the Modi Government's "Empowerment without Appeasement" policy has ensured that record about 3 crore students belonging to poor and weaker sections of Minorities have been benefited from various scholarship programmes. The beneficiaries include about 1 crore 63 lakh girls. He added that school dropout rate among Muslim girls, which was earlier more than 70 per cent, has now been reduced to about 35-40 per cent due to awareness and educational empowerment programmes of the Modi Government. Our goal is to bring it down to zero per cent. Transparent and hassle-free scholarship system has helped in this endeavour.

Shri Naqvi said that Ministry of Minority Affairs has worked with commitment to "3E-Education, Employment & Empowerment". In the last about one year, thousands of educational institutions of all Minority communities including Madarsas, have been included in the mainstream education system by connecting them with "3T-Teacher, Tiffin, Toilet".

Allocation of preferential export of sugar to USA under TRQ for the year 2018-19

1. In exercise of the powers conferred under Paragraphs 2.04 of the Foreign Trade Policy, 2015-2020, the Director General of Foreign Trade hereby allocates 8424 MTs (Eight thousand four hundred and twenty four metric tons) of raw sugar (at 98 degree pol), out of non-levy (Free Sale) quota for export under Tariff Rate Quota (TRQ) to USA for the US fiscal year 2019 (October 1, 2018 to September 30, 2019).

2. As per Notification No. 3/2015-20 dated 20.04.2015, export of sugar (HS Code 17010000) to USA under TRQ is 'Free' subject to the conditions notified in the 'Nature of Restrictions' in the above notification.

3. Certificate of Origin, if required, for preferential export of sugar to USA, shall be issued by Additional Director General of Foreign Trade, Mumbai. Other certification requirement, if any, prescribed specifically for export of sugar to USA would continue to be followed.

4. The reporting requirement as notified vide Notification No. 3/2015-2020 dated 20.04.2015 read with Notification No. 20 dated 07.09.2015 would be followed.

5. Effect of this Public Notice:

The quantity of raw sugar 8424 MTs (Eight thousand four hundred and twenty four metric tons) to be exported to USA under TRQ upto 30.09.2019 is notified.

One time relaxation for regularisation and issue of EODC for exports made prior to imports where Advance Authorisation issued for import of Natural Rubber/Silk

1. In exercise of powers conferred under paragraph 1.03 and 2.58 of the Foreign Trade Policy 2015-2020, the Director General of Foreign Trade hereby grants one time relaxation for regularisation of Advance Authorisations/DFIAs issued, where some inputs appear in Appendix-30A and Appendix-4J.

2. Various representations have been received from exporters of Silk and Rubber products that even though pre-import condition has not been specifically mentioned in Appendix-30A except for drugs, RAs are denying issuance of EODC on the assumption that items listed in Appendix-30A are subjected to pre-import condition and exports made prior to imports cannot be accounted. Exporters have also raised the issue related to retrospective amendment made through Public Notice-35 dated 11.09.2015 wherein pre-import condition on Natural Rubber was imposed w.e.f 01.04.2015. Representations were received in PRC for seeking relaxation where RAs did not impose 'Pre-import condition' on the condition sheet attached to the Authorisations and EODC is being denied on account of violation of pre-import condition. In all such cases exports and imports have already been made without adhering to 'Pre-import Condition'. Exporters have sought relief in all such cases where exports have been completed within stipulated EO period as per authorisation and imports were made subsequently. They have represented that they should not be penalised for ambiguity in the Policy and Procedures and implementation thereof.

3. Therefore, taking into consideration the genuine hardship being faced by exporters, it has been decided to relax the conditions of Appendix-30A and Appendix-4J on Authorisations already issued for import of 'Natural Rubber' and 'Silk' where exports and imports have already been made within the stipulated period as per Authorisation. This facility is allowed only for regularisation and issue of EODC. This relaxation, however, shall be applicable only on the Authorisations where "pre-import condition" has not been specifically endorsed by RAs in the condition sheet attached to the Advance Authorisations/DFIAs and import and exports are completed within the stipulated validity of the Authorisation. However, no further imports or exports shall be allowed. This relaxation does not waive pre-import condition prescribed for availing IGST exemption on imports.

Rescindment of notification No. 3/2013-Customs (ADD), dated the 26th March, 2013

In exercise of the powers conferred by sub-sections (1) and (5) of section 9A of the Customs Tariff Act, 1975 (51 of 1975), read with rules 18 and 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995, the Central Government hereby rescinds the notification of the Government of India, in the Ministry of Finance (Department of Revenue), No. 3/2013-Customs (ADD), dated the 26th March, 2013, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub section (i) vide number G.S.R. 194 (E), dated the 26th March, 2013, except as respects things done or omitted to be done before such rescission.

Cabinet approves MoU between India and Egypt on cooperation in the field of Agriculture and allied sectors

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the signing of a Memorandum of Understanding (MoU) between India and Egypt for cooperation in the field of agriculture & allied sectors.

The MoU provides for cooperation in areas of agricultural crops (especially wheat and maize), agricultural biotechnology, nanotechnology, irrigation and water management technology including water harvesting and micro-irrigation technology, management of agriculture wastes management for energy production; food security, safety and quality; horticulture; organic agriculture; livestock husbandry, livestock breeding, dairying, fisheries, feed and fodder production; animal products and value addition; sanitary and phyto-sanitary issues concerning trade in plant and animal products; agriculture machinery in small scale; agri-business and marketing; pre and post-harvest procedures; food technology and processing; integrated pest management in agriculture; agricultural extension and rural development; agricultural trade & investment; intellectual property rights issues; technical know-how and human resources in seed sector; infrastructure development and capacity building in agriculture & allied sectors and other related areas of interest that are mutually agreed upon by both Parties.

Cooperation will also be effected through exchange of research scientists and experts; exchange of agricultural information and scientific publications (journals, books, bulletins, statistical data on agriculture and allied sectors); exchange of germplasm & agriculture technology; and conducting joint seminars, workshops, symposiums and other similar activities.

Under the MoU, a Joint Working Group (JWG) will be formed to enhance cooperation on matters of mutual interest including consultations on bilateral issues. The JWG will meet at least annually in the initial two years, alternately in India and Egypt to formulate joint work programs, facilitation and consultation, including making additional supplementary engagements with regard to specific issues.

TRAI conducted Seminar on Topic "Cyber-crime and security"

1. One of the important objectives of TRAI is to create awareness and safeguard consumer interests. Towards this objective, TRAI organizes consumer outreach programmes, regional workshops on capacity building of Consumer Advocacy Groups (CAGs) registered with TRAI and seminars on issues of consumer interest and protection. In this series, TRAI organized a Seminar on the topic "Cyber-crime and security" on 06 September 2018 in Meerut at Hotel Bravura Gold Resort, Meerut (U.P) through its regional office Bhopal.

2. In the Seminar topics like Cyber Crime and readiness of Securities Agencies, Dark Side of Social Media and Fake News Detection, Legal framework for tacking with cyber crime, DOT role in Telecom for action against cyber crime, Cyber crimes against women and COI's action, Cyber Crime User Awareness and Prevention etc were presented by distinguished speakers drawn from various departments of state government, Department of Telecommunications. STF, Scientist, Professional trainers in cyber crime. During the seminar all speakers emphasised on the need of Cyber security in the digital age.

3. Participants from Assocham, Consumer Advocacy Groups (CAGs), Educational institutions, Industry, Business Associations attended the seminar and benefited from the engaging discussion/interaction during the seminar.

Levy of GST on Priority Sector Lending Certificates (PSLC)

Representations have been received requesting to clarify the following:

(i) Mechanism for discharge of tax liability on trading of Priority Sector Lending Certificate (PSLC) for the period 1.7.2017 to 27.5.2018.

(ii) GST rate applicable on trading of PSLCs.

2. The representations have been examined. With the approval of the GST Implementation Committee of the GST Council, it is clarified that GST on PSLCs for the period 1.7.2017 to 27.05.2018 will be paid by the seller bank on forward charge basis and GST rate of 12% will be applicable on the supply.

3. Difficulty, if any, in the implementation of this circular may be brought to the notice of the Board immediately.

Cabinet approves MoU on Collaborative Research on Distributed Ledger and Block Chain Technology

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its ex-post facto approval for the Memorandum of Understanding (MoU) on Collaborative Research on Distributed Ledger and Block chain Technology in the context of Development of digital economy by Export-Import Bank of India (Exim Bank) with the participating member banks, under the BRICS Interbank Cooperation Mechanism namely Banco Nacional de Desenvolvimento Economico e Social (BNDES, of Brazil), China Development Bank (CDB), State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank, of Russia) and Development Bank of Southern Africa (DBSA).

Major Impact

Distributed Ledger/Block chain technology holds potential for solutions to various challenges being faced in the financial sector space of the BRICS nations. The MoU intends to enhance understanding of Distributed Ledger/Block Chain technology, through the joint research efforts to identify areas within respective business operations where it may have the potential for applications aimed at enhancing the operational efficiencies.

Background:

The Xiamen Declaration signed in China on digital economy by the BRICS leaders had highlighted the importance of the digital economy and how the BRICS nations could leverage the thriving and dynamic digital economy that will foster global economic development and benefit everyone. Accordingly, a Memorandum of Understanding (MoU) on Collaborative Research on Distributed Ledger and Block chain Technology in the Context of the Development of the Digital Economy was suggested to be inked by all member banks.
