Capacity Building and Sharing of Best Practices in Policy, Regulation and Development-International Training Programme for ASEAN

Telecom Regulatory Authority of India (TRAI) is hosting 5 day International training programme on "Capacity Building and Sharing of Best Practices in Policy, Regulation and Development" from 18th to 22nd November, 2019 in New Delhi India. This international training programme is being attended by delegates from ASEAN countries representing Brunei, Lao PDR, Myanmar, Cambodia, Vietnam, Indonesia, Malaysia, Singapore and Thailand. Today this training programme was inaugurated by Dr. R.S. Sharma, Chairman, TRAI in the presence of Mr. H. Pradeep Rao, Member (TRAI), Mr. Anshu Prakash Secretary, DoT and senior officers from DoT, TRAI and other government departments.

The ASEAN Telecommunications IT Ministers (ASEAN-TELMIN) had given special focus for the enhancement and strengthening of the information and communications technology (ICT) amongst all the member states. As a Dialogue partner, India has been assisting in various projects under ASEAN ICT Master Plan (AIM) 2020. India participates in ASEAN TELMIN meetings and The TELSOM (Telecommunications and Information Technology Senior Officials) Meetings every year. One of the thrust areas under the ASEAN ICT Master Plan (AIM) 2020 is 'Human Resource Development' and India has agreed to conduct series of Capacity Building programmes for the members of ASEAN and TRAI has agreed to conduct this particular programme with the assistance of Ministry of External Affairs and Department of Telecom, Government of India.

The training programme aims to share real experiences and brainstorm on possible solutions to address existing issues and challenges as well as sharing the best practices in Policy, Regulation and Development. The course will also discuss policy and regulatory options to encourage innovation and address consumer choices. The training is designed for middle and senior level managers from telecommunication/ICT Policy-makers, regulators from ASEAN Members countries.

This training programme will have 15 sessions during these five days and the trainees will be exposed to various aspects of telecom regulation. The sessions will study regulatory challenges being faced by the regulators due to evolution of new technologies, convergence of technologies & services, balancing regulatory functions of different sectoral regulators for overlapping issues, best global practices etc. In selecting and designing this training programme, TRAI's endeavour is to impart diverse skills for macro level policy and handling of techno-economic operating details relevant for implementation and monitoring of policies. This training is in line with this endeavour and the participants can utilise the skills and knowledge acquired over the next 5 days to improve its regulation making process in their respective countries.
