J&K&L HC: Obtaining a Passport is a Constitutional Right; Citizens Need Not Prove Travel Necessity - 28.11.2025

J&K and Ladakh High Court held that the right to a passport stems from a citizen’s fundamental right to personal liberty, ruling that no one is required to show any compelling or urgent need for foreign travel to obtain a passport or No Objection Certificate (NOC).
