SC: Administrative Orders Must be Based on Stated Reasons and Cannot Add New Grounds Later - 27.11.2025

Supreme Court reiterated that a government order can only be defended based on the reasons stated within it, and these reasons cannot be supplemented or improved later through additional grounds presented in affidavits filed in court.
