Supreme Court held that a Letter of Intent (LoI) does not grant enforceable or vested rights until all specified conditions are met, upholding the Himachal Pradesh government's cancellation of an LoI issued to a private firm for supplying electronic Point-of-Sale (ePoS) devices for the PDS.
