Punjab and Haryana HC: Arrest without Exchange of Fire Can Still Be Treated as an Encounter - 09.09.2025

P&H HC has ruled that the arrest of armed militants even without an exchange of fire qualifies as an “encounter” for granting reservation benefits to police families. The state argued that encounters must involve gunfire but court held that bravery lies in apprehending militants.
