Del HC has observed that right to a speedy trial, firmly entrenched in our constitutional jurisprudence u/s 21 of COI, is not an abstract safeguard. It is a vital facet of the right to personal liberty and cannot be whittled down merely because the case arises under special statute such as MCOCA.
