J&K HC: Can Appoint Commissioner for Investigation Only when Evidence is Inconclusive - 17.03.2025

J&K High Court has observed that there can be appointment of a Commissioner for local investigation under Order 26 Rule 9 of the Civil Procedure Code, 1908 only when evidence before the trial court is inconclusive and requires clarification.
