Registration of Consumer Organisations (Amendment) Regulations, 2024

The Telecom Regulatory Authority of India (TRAI) has notified the Registration of Consumer Organisations (Amendment) Regulations, 2024. TRAI registers consumer organizations state-wise under the Registration of Consumer Organizations Regulations, 2013. These organizations support the Authority by fulfilling roles and responsibilities outlined in the regulations, including organizing consumer awareness programs.
Consumer organizations play a crucial role in disseminating consumer-centric information related to the Telecommunications and Broadcasting sectors. They function as extensions of TRAI, spreading information on various measures taken by the Authority, particularly in remote and rural areas.
Recognizing the need to leverage the reach and understanding of consumer organizations operating across multiple states and union territories (UTs), the Authority identified a need to broaden the scope of the regulations. This includes the registration of consumer organizations that can operate on a multi-state/UT or even national level.
Draft amendment regulations were released on 14.09.2023 for stakeholder comments. Based on stakeholder feedback, the Authority decided to facilitate the registration of consumer organizations in "Multiple States/UTs" without disrupting the existing ecosystem.
The registration format and eligibility conditions have been updated to accommodate multi-state/UT registrations and are presented with enhanced clarity. The Registration of Consumer Organisations (Amendment) Regulations, 2024 may be accessed from TRAI website www.trai.gov.ifl.
