Ker. HC: Preventive Detention Orders Not to be Issued as Punishment - 08.08.2023

Kerala High Court has observed that preventive detention law cannot be used as a punitive measure or as a substitute of criminal trial, and can be invoked only for maintenance of public order when activities of a person become a threat or adverse to the society.
