Bull run in abeyance yet

The Supreme Court granted an interim stay on a 2016 notification of the Central Government excluding Jallikattu in Tamil Nadu and bullock cart races in several States from a ban on using bulls as performing animals. It heard arguments by ‘Compassion Unlimited Plus Action’ that a previous wholesale ban by the central government in 2011 on using bulls as performing animals was already adjudicated by the court, with it having upheld the same for the extreme cruelty faced by the animals. Central and State counsel questioned the maintainability of the petition under Article 32 of the Constitution as the fundamental rights of the Animal Welfare Board and other Petitioners were not affected. Emphasis was also placed on the “sport” being in vogue for centuries and the Supreme Court in its earlier order had not prohibited participation of bulls, rather opined care be taken to prevent cruelty to the bovine. The next date of hearing is set for 15 March 2016.
