Draft National Civil Aviation Policy 2015

The Ministry of Civil Aviation has released its ‘Draft National Civil Aviation Policy 2015’. The Policy provides for various regulations and programs to enhance passenger safety and increase regional and international flights. For domestic airlines looking to fly to international destinations, the draft policy proposes abolishing or amending the ‘5/20 Rule’, which currently requires airlines to have flown domestic routes for five years and have a fleet of 20 aircraft. Proposed amendment to the Rule suggests a graded system by which the distance that can be flown outside the country on the basis of accumulated Domestic Flight Credits, determined from a formula of ‘Available Seat Kilometers’ on domestic routes. The Draft Policy also touches upon encouraging and financing airport development and terminal services.
