External Commercial Borrowings Policy - Issuance of Rupee denominated bonds overseas

The Reserve Bank of India has put in place a framework for issuance of Rupee denominated bonds overseas, within the remit of the External Commercial Borrowings policy. Amongst the detailed guidelines is the requirement that bonds issued must be vanilla bonds, with banks in India not having access to the same.
